Claire Boulanger is a consultant in project evaluation and audits for non-profit organizations, including French and international NGOs, private foundations, and local government. She has previously served as the head of mission for Médecins du Monde (MdM) in Croatia and Bosnia during and after the Balkan war. The testimonies she collected from refugees in many areas of war-ridden Yugoslavia were published in a book L’enfer yougoslave, which was later used by the UN International Tribunal. Her experience in managing complex humanitarian operations includes post genocide Rwanda and Zaire, Liberia, Haiti, Tunisia, central Europe and Russia.

As the Director of Social and Urban Development of France’s largest social housing company, she managed services in disadvantaged urban areas, supported grassroots projects in multicultural environments and promoted participatory approaches in major urban renewal programs.

Ms. Boulanger speaks English, Spanish, German, Italian, and Serbo-Croatian. She has been serving for five years on the Board of MdM-France where she has been in charge of domestic programs, of human rights and international humanitarian law.
